Desde Judíes x Palestina vemos con preocupación que entre sectores de activistas por la causa palestina resurja y se difunda la teoría del Plan Andinia, según la cual habría una conspiración judía secreta para apropiarse de la Patagonia Argentina, con décadas de desarrollo. 

Esa teoría surgió en el contexto de una ola de “odio a los judíos” posterior a la captura del jerarca nazi Adolf Eichmann en Argentina, en 1960. Fue, de hecho, concebida por los hijos de Eichmann y su partido neonazi, el Frente Nacional Socialista Argentino. En los ‘70 sería impulsada por autores anti-judíos en Argentina y Chile. Por su contenido judeo odiante y su núcleo “nacionalista”, encontró buena recepción entre las FF.AA. y la burocracia sindical. Durante la dictadura, se torturaba a detenides judíes demandándoles detalles del Plan Andinia. La teoría se mantuvo en círculos fascistas y en sectores de inteligencia de la Policía Federal, que se apoyaron en ella para justificar la infiltración en la comunidad judía. Este origen es insoslayable y por sí mismo debería llevar a quienes enarbolan esta teoría en la actualidad a cuestionarse el asunto.

Las especulaciones relativas al Plan Andinia son herederas de una larga tradición de versiones conspirativas que avivan sentimientos, pensamientos y comportamientos anti-judíos entre la derecha argentina, que jugaron un papel fundamental en el primer pogrom de Latinoamérica, durante la Semana Trágica de 1919. En gran parte de esa tradición, los judíos aparecen identificados con la izquierda como un sujeto conspirador -lo que muestra el objetivo reaccionario de estos relatos. Las nuevas versiones del “Plan Andinia” buscan asociar al judaísmo ya no con la “izquierda subversiva” sino con el sionismo y el colonialismo, apoyándose en el mismo núcleo nacionalista de defensa de la “soberanía” en la Patagonia. Como si la Patagonia no llevara siglos de asedio colonial e imperialista, como si no tuviera ya dueños.

El elemento más repetido que “prueba” la teoría serían los viajantes de Israel. Muchos de ellos son efectivamente criminales de guerra, cuya presencia hemos repudiado y exigimos que se los juzgue como tales. Pero esto no implica que su estadía en la Patagonia sea una evidencia fáctica de un Plan de colonización ni una presencia de tropas (no están uniformados, no llevan armas, etc). El propio hecho de que este turismo israelí sea público contradice la base de la teoría de un “plan secreto”. A su vez, solo el 2% del turismo israelí viene a Latinoamérica; la mayoría van a países europeos. ¿Debemos concluir que Israel quiere colonizar toda Europa? 

Un segundo elemento esgrimido como probatorio son los hostels destinados a israelíes, sobre los que se ha llegado a difundir que se podrían camuflar “bases militares”. Sabemos que lxs turistas israelíes que visitan ciudades en toda la Argentina -no sólo en la Patagonia-  y  en otros países de la región, utilizan este tipo de hospedaje que no tiene estatus “militar”. Y también sabemos que las bases militares no se disfrazan de este modo.

Estas y otras supuestas señales sobre el Plan Andinia son circunstanciales, y no se sostienen más que en relación con una convicción previa, un prejuicio. ¿Alguien puede pensar realmente que una de las principales potencias mundiales en el desarrollo de tecnología militar y softwares de espionaje (¡Pegasus, Lavender!) necesita de “espías” que hagan estudios topográficos a la vista de todos y transmitan por radio desde la Patagonia información que se podría obtener mediante satélites? ¿En el país del encubrimiento de los atentados de la Embajada de Israel y de la AMIA, de la colaboración permanente de la SIDE con el Mossad, con un poder judicial que acomodó por décadas todas las investigaciones a los intereses de Estados Unidos e Israel, sería necesario que haya “espías” extranjeros dibujando mapas disfrazados de turistas? Es un absurdo.

El prejuicio y el absurdo de la conspiración judía para colonizar la Patagonia no se subsana, ni se rectifica sustituyendo el nombre de “Plan Andinia” por otro que sostiene el mismo núcleo ideológico, ni reemplazando  la palabra “judío” por “sionista””, despojando a ambos términos de su verdadero significado y, mucho menos, con la mención  con tinte racista como “los de la estrella”, usada por algunos influencers.

No se nos escapa que el caldo de cultivo para el resurgimiento de esta teoría es la propia acción de Israel, que ejecuta un genocidio contra la población palestina y avanza colonialmente sobre este territorio “en nombre de los judíos”. JxP ha insistido incansablemente en diferenciar judaísmo (una colectividad) de sionismo (un proyecto político colonialista, racista y segregacionista). La teoría del Plan Andinia, por el contrario, replica esa identificación, al insistir en la existencia de un “enemigo judío” en las sombras.

Tampoco sirve de nada remarcar la identidad religiosa de los empresarios capitalistas aliados a Milei, ellos son sionistas por su orientación política, no por su religión o cultura. La mayor colectividad sionista del mundo no es la judía, sino la evangélica, con cifras que triplican o cuadruplican solo en Estados Unidos a toda la población judía mundial.
En la Patagonia hay un proceso de expoliación y saqueo desde hace siglos, que en la actualidad tiene sus punto más alto en el acaparamiento de las tierras por parte de corporaciones y familias empresarias: Benetton, Lewis, el grupo Heilongjiang Beidahuang, Ted Turner, Ward Lay y otros. También de familias locales, como los Braun-Menéndez, pioneras en la colonización fundante de la Patagonia que fue la masacre sobre los pueblos originarios. Es decir: la Patagonia ya está colonizada, ya tiene dueños. 

Alcanza escuchar a la generala Laura Richardson, jefa del Comando Sur estadounidense, para ver que la principal potencia mundial cuenta como propios todos los bienes naturales que en teoría están bajo soberanía argentina. Esa usurpación de los bienes naturales se realiza mediante empresas extractivistas extranjeras como Shell, Chevron, Exxon, Yamana Gold, Pan American Silver. Y se apuntala con la instalación de bases militares estadounidenses. 

Todo este extractivismo y terricidio se lleva adelante con la complicidad de los sucesivos gobiernos argentinos. ¿Alguien puede pensar que Estados Unidos cedería su “patio trasero” a Israel? Quien dé una respuesta afirmativa a esta pregunta debería demostrar que Israel controla a Estados Unidos y no al revés, a pesar de que fueron los EEUU los principales promotores del enclave sionista en Medio Oriente, y que a lo largo de toda su historia financiaron, armaron y protegieron a Israel para desarrollar sus objetivos en la región. Aquí tenemos otra teoría conspirativa anti-judía recargada, la famosa “conspiración judía mundial”, que plantea que la principal potencia imperialista del mundo es en realidad un títere del “poder judío” en las sombras.

Es cierto, Israel participa de esta confiscación extractivista de nuestro suelo mediante la empresa de aguas Mekorot, que se forjó gracias a décadas de atropellar el derecho al agua de las poblaciones nativas de Palestina, y ahora cuenta con un acuerdo para desembarcar en más de diez provincias argentinas. Pero esto no sucede solo en la Patagonia, sino en todo el país y también en el resto del mundo. Pensar que el modus operandi del gran capital requiere de la ocupación y colonización directa de las tierras y poblaciones que explota es directamente ignorar cómo funciona el capitalismo en su fase imperialista desde hace más de 100 años: Israel constituye una excepción, no la regla. Latinoamérica está bajo la órbita del imperialismo sin necesidad de ninguna ocupación militar. 

Aunque algunos crean que sirve a la causa palestina, lo cierto es que la reproducción de teorías como esta la desprestigian frente a enormes sectores del pueblo que están preocupados por el resurgimiento de ideologías fachistas y que son sensibles a la historia de persecución y discriminación de las y los judíos, con su punto más alto en el Holocausto. Una teoría sostenida en discursos de odio es incompatible con la lucha antisegregacionista y antifascista. 

La propagación de ideas anti-judías confluye de hecho con la propaganda del Estado israelí y sus aliados, que insiste en la falsa asociación entre antisionismo y antisemitismo / anti-judaismo, y que busca desvirtuar el creciente movimiento por Palestina como un ascenso del judeo-odio. Lejos de haber un “tsunami de antisemitismo” en el mundo, podemos ver en todos los países al movimiento pro-Palestina integrar en solidaridad y compañerismo a árabes, judíos, religiosos y ateos, sin ningún problema.

El relato israelí busca mostrar que el anti-judaísmo es un fenómeno mundial en continuo ascenso, que el peligro para los judíos del mundo está siempre a la vuelta de la esquina, y de esa manera legitimar de manera continua la necesidad de un Estado Judío como un refugio y un reaseguro de que jamás volverá a ocurrir un Holocausto anti-judío.

La realidad es lo suficientemente atroz, el colonialismo sionista en Palestina, Siria, Líbano, es lo suficientemente real y pujante como para tener que inventarnos demonios o fantasmas que nos distraigan. El sionismo desarrolla sus planes de establecer un “Gran Israel” ante los ojos del mundo entero, y aún así avanza, con el apoyo del imperialismo y de las burguesías de todos los países del mundo. Un proceso que ha dado un salto espantoso con el genocidio en curso desde hace un año y medio. Cuyo capítulo más reciente es un salto en los ataques de colonos y el Estado en Cisjordania. Y en Gaza, una nueva ola de bombardeos con cientos de muertos, en violación del cese al fuego, y la amenaza de una invasión terrestre.

Llamamos a todas las organizaciones comprometidas con la causa palestina a rechazar la circulación de esta teoría y a concentrar nuestras fuerzas en el combate contra el genocidio sionista y la colaboración de nuestro gobierno con el Estado asesino de Israel.

We are deeply concerned about the resurgence and spread of the Andinia Plan theory among certain groups of activists for the Palestinian cause. This theory claims that there is a secret Jewish conspiracy to take over Argentina’s Patagonia region—a plan supposedly in development for decades.

The theory originated in the wave of antisemitism that followed the capture of Nazi officer Adolf Eichmann in Argentina in 1960. In fact, it was conceived by Eichmann’s sons and their neo-Nazi party, the Argentine National Socialist Front. In the 1970s, it was promoted by anti-Jewish authors in Argentina and Chile. With its antisemitic content and “nationalist” core, it found fertile ground among the armed forces and union bureaucracy. During the dictatorship, Jewish detainees were tortured and interrogated for details about the supposed Andinia Plan. The theory persisted in fascist circles and in sectors of the intelligence services of the Federal Police, which used it to justify infiltration of the Jewish community. This origin is inescapable and should, by itself, lead anyone who promotes this theory today to reflect on their stance.

Speculations about the Andinia Plan are the heirs of a long tradition of conspiracy theories that fuel antisemitic sentiments, thoughts, and behaviors among the Argentine right wing. These played a key role in Latin America’s first pogrom, during the 1919 “Tragic Week.” In much of this tradition, Jews are portrayed as conspirators aligned with the left—exposing the reactionary goals of these narratives. New versions of the “Andinia Plan” now attempt to link Judaism not with the “subversive left” but with Zionism and colonialism, still relying on the nationalist defense of Patagonia’s “sovereignty.” As if Patagonia had not already endured centuries of colonial and imperialist plunder, as if it didn’t already have owners.

The most frequently cited “evidence” for the theory is the presence of Israeli travelers. Many of them are indeed war criminals, whose presence we condemn, and we demand that they be tried as such. However, their presence in Patagonia is not factual evidence of a colonization plan or of military deployment (they wear no uniforms, carry no weapons, etc.). The very fact that Israeli tourism in the region is public contradicts the idea of a “secret plan.” Moreover, only 2% of Israeli tourism is to Latin America—most Israeli tourists visit European countries. Should we then conclude that Israel wants to colonize all of Europe?

A second so-called piece of evidence cited is the existence of hostels aimed at Israeli travelers, which some have speculated could be disguised military bases. We know that Israeli tourists in Argentina—not just in Patagonia—and in other countries across the region use this type of lodging, which has no “military” status. We also know that military bases are not disguised in this way.

These and other alleged signs of the Andinia Plan are circumstantial and rely solely on prior conviction or prejudice. Can anyone seriously believe that one of the world’s top powers in military technology and espionage software (Pegasus, Lavender!) needs “spies” to conduct topographical surveys in plain sight and transmit radio signals from Patagonia with information that could be obtained via satellite? In a country where the attacks on the Israeli Embassy and the AMIA remain covered up, where the intelligence service (SIDE) has a history of permanent collaboration with Mossad, and where the judiciary has aligned its investigations with U.S. and Israeli interests for decades—are we to believe that “foreign spies” disguised as tourists are necessary to draw maps? It’s absurd.

The absurd and prejudiced idea of a Jewish conspiracy to colonize Patagonia cannot be corrected simply by changing the name “Andinia Plan” or by substituting the word “Jewish” with “Zionist,” stripping both of their real meanings. Nor is it excusable to refer to people in racially charged terms like “the star people,” as some influencers do.

We are aware that the current breeding ground for this theory’s resurgence is the conduct of the Israeli state itself, which is carrying out a genocide against the Palestinian population and expanding its colonial project “in the name of the Jews.” Judíos x Palestina has tirelessly emphasized the difference between Judaism (a community) and Zionism (a colonial, racist, and segregationist political project). The Andinia Plan theory, by contrast, reinforces the conflation of the two by insisting on the existence of a hidden “Jewish enemy.”

Pointing out the religious identity of the capitalist businessmen allied with Milei serves no purpose either. They are Zionists by political orientation, not because of their religion or culture. The largest Zionist community in the world is not Jewish—it is Evangelical. In the United States alone, their numbers triple or quadruple the entire global Jewish population.

Patagonia has been subject to plunder and dispossession for centuries, currently reaching a peak in the seizure of land by corporations and wealthy families: Benetton, Lewis, the Heilongjiang Beidahuang Group, Ted Turner, Ward Lay, among others. Local families like the Braun-Menéndez clan—pioneers in the foundational colonization of Patagonia based on massacres of Indigenous peoples—are also complicit. In other words: Patagonia is already colonized. It already has owners.

Just listen to General Laura Richardson, head of the U.S. Southern Command, to see that the world’s main imperial power considers all of Argentina’s natural resources its own. This usurpation is carried out through foreign extractive companies like Shell, Chevron, Exxon, Yamana Gold, and Pan American Silver. It is also reinforced by the establishment of U.S. military bases.

This extractivism and ecocide are made possible by the complicity of successive Argentine governments. Is it believable that the United States would hand over its “backyard” to Israel? Anyone who answers “yes” must prove that Israel controls the United States, not the other way around—despite the fact that it was the U.S. that promoted the Zionist enclave in the Middle East, and has armed, financed, and protected Israel throughout its history to advance its own regional interests. Here we find another rehashed antisemitic conspiracy theory: the infamous “global Jewish conspiracy,” which imagines that the world’s dominant imperial power is merely a puppet of “shadowy Jewish power.”

It is true that Israel participates in the extractive plunder of our land through the water company Mekorot, which was forged by decades of denying Palestinians their right to water. Mekorot now has agreements to operate in over ten Argentine provinces. But this is happening not only in Patagonia—it’s happening throughout Argentina and the rest of the world. Believing that the operations of big capital require direct military occupation and colonization of lands and people is to ignore how capitalism has functioned in its imperialist phase for over a century. Israel is an exception, not the rule. Latin America is under imperialist control without the need for any military occupation.

Even if some believe this theory helps the Palestinian cause, in truth, it only discredits it among large sectors of society that are concerned about the resurgence of fascist ideologies and sensitive to the history of Jewish persecution and discrimination—culminating in the Holocaust. A theory based on hate speech is incompatible with an anti-segregationist and anti-fascist struggle.

The spread of antisemitic ideas ends up aligning with the propaganda of the Israeli state and its allies, who insist on the false equivalence between anti-Zionism and antisemitism/anti-Judaism, in order to discredit the growing movement for Palestine by portraying it as a rise in Jew-hatred. Far from a “tsunami of antisemitism,” the global pro-Palestine movement unites Arabs, Jews, religious people, and atheists in solidarity and camaraderie, without issue.

The Israeli narrative seeks to portray anti-Judaism as a worldwide and ever-growing threat—always around the corner—to continuously justify the need for a Jewish state as a refuge and safeguard against another anti-Jewish Holocaust.

The reality is horrifying enough. Zionist colonialism in Palestine, Syria, and Lebanon is real and aggressive enough without needing invented demons and distractions. Zionism is openly advancing its plans for a “Greater Israel” before the eyes of the world—and still it progresses, supported by imperialism and the bourgeoisies of every country. This project has taken a terrifying leap with the genocide that has been ongoing for a year and a half. Its latest chapter: a surge in settler and state violence in the West Bank. And in Gaza, a new wave of bombings with hundreds of casualties, in violation of the ceasefire, and the looming threat of a ground invasion.

We call on all organizations committed to the Palestinian cause to reject the spread of this theory and to focus our collective efforts on fighting the Zionist genocide and our government’s collaboration with the murderous State of Israel.
